Fresno, Stockton, San Francisco, and Oakland don't surprise with having really poor areas. But Victorville surprises me. I would have thought a school near Downtown LA or in San Bernardino would have made the fifth.

victorville is a pretty low income area. there's some money out there, but it has become a bedroom community for people who commute over a mountain range everyday for work due to the cheap housing.

The Fresno school listed is an optional, special program designed for new immigrants. They attend temporarily for a year or less before returning to a neighborhood school. Part of the program is designed to help them learn American culture.

It originally started in 2004 working with recent arrival Hmong from the refugee camps.

The Academy for New Americans

New school for refugees to help ease transition Campus can hold 300 Hmong children.
The Fresno Unified School District plans to turn a campus at Willow and Church avenues into a newcomer campus for many of the roughly 300 Hmong refugee children expected to arrive in Fresno this summer.

But now it works with new immigrants from many other countries as well. The criteria for a child to attend the school include being in this country 1 year or less along with having received limited education in their home country.

I really hate to see a program designed for children like the Hmong refugees to be knocked.

I just checked and it looks like the Fresno school (Academy for New Americans) closed about a year ago. So that list is even out of date.
