Fresno, Stockton, San Francisco, and Oakland don't surprise with having really poor areas. But Victorville surprises me. I would have thought a school near Downtown LA or in San Bernardino would have made the fifth.

victorville is a pretty low income area. there's some money out there, but it has become a bedroom community for people who commute over a mountain range everyday for work due to the cheap housing.

The Fresno school listed is an optional, special program designed for new immigrants. They attend temporarily for a year or less before returning to a neighborhood school. Part of the program is designed to help them learn American culture.
It originally started in 2004 working with recent arrival Hmong from the refugee camps.
