How is San Luis Obispo similar with San Francisco and other Bay Area cities?

They both begin with San and they are both in California. That's about it

I was thinking how both have nice downtowns, higher percentage of college students for their city, and lots of new buildings.

SLO has an agrarian atmosphere that you won't find in SF, and I don' mean it as a bad thing. The climates are similar, as SLO is about 11 miles from the Pacific. Obviously, traffic is better in SLO. While SF has what might be the best mass transit system in Cali, SLO's is pretty good for it's size. Both have great restaurants, but good Asian food is harder to find in SLO than good Mexican food in SF. Shopping is (obviously) better in SF.

SLO's "university town" feel is much more apparent than in, say, Bakersfield or Fresno, and night life reminds me more of university kids out for fun than anything else.

Finally, if you're a bike rider, you'll feel much more safe and at home in SLO than anywhere I've ridden in SF or it's surrounding burbs

From what I've gathered is the only similarities are climate and terrain. But how the cities were built sound completely different.

SLO being more rural and a small college city. San Francisco being more urban and suburban and a major city.

My wife and I are retired and living in Orange County. We're considering a move to San Luis Obispo for a slower pace, fewer people, less traffic, etc. We think it's a beautiful area. We have a very good income. How would SLO be for retirees? Would you recommend it?

SLO is very "laid back" and relaxed. You can see it in the attitude of the residents and the drivers. I once drove from my hotel in SLO, over to Pismo Beach in the morning and there were probably 3-4 cars on highway 101, that were near me.
I think it would be great for retirees.
