This mirrors other public opinion surveys of CA residents for a while now. The Bay Area is a bit more upbeat than everywhere else. I wonder why?

In the most striking difference, the Citi California Pulse Index of optimism in San Francisco came in at +13, compared to +1 in San Diego and 0 in Los Angeles. Sacramento was -3 and Fresno -9, the lowest among California cities surveyed.

Among the other findings:

When asked about living in California, 76 percent in the San Francisco area rate the state as an excellent or good place to live, while 24 percent call it only fair or poor. In the Los Angeles area, 64 percent say California is an excellent or good place to live and 36 percent rate it as only fair or poor.

70 percent in the San Francisco area believe job opportunities will be better in 12 months, compared to 59 percent in the Los Angeles area.

I would have to say its tech.... Lots of tech companies are doing good ... hiring is expanding .... they a buying up any and every startup...IPOs are happening.... startups are moving to SF ... Lots of young googlers are running 100k-200k salaries easily .. lots of vmw's just hit jackpot.. w/ that comes lots spending .. the tech crowd spends a bit.. So i guess its because that industry is booming and doing well right now that the optimism is still high.

Most in tech feel great about their job security. Got some of the biggest bonuses handed out of my career last year.

Those w/ eyes open are worried though.. The 2001 .com crash is all present in some of the oldies minds ... Some of the senior people talk a bit about seeing things similar to it except this time there is even less value :
