I personally have never heard of a school social worker, I have seen outreach from the county to schools though.

Sacramento suburb areas fit those requirements. Better really like sun and heat because summers are a big shock compared to Seattle. Sacramento is no Seattle but it's got tall buildings, gangs and poverty like any larger city, though Midtown is a pretty decent urban scene.

Respectfully, I take it that you're not kidding. That's not possible in the Sacramento area or similar regions close to snowboarding. There aren't decent small city downtowns left in California. Rare exceptions are places like Davis with its downtown artificially supported by the adjacent university. Of course, since that is a desirable attribute housing prices are significantly higher. Also, it is an additional 30 minutes away from the mountains.

Lakes larger than ponds in most of California outside the alpine areas are all reservoirs. Folsom Lake is nice but it's the number two most popular state park (after Hearst Castle) so you can expect hundreds of water skiers every summer day. Many, many other smaller lakes (reservoirs) dot the foothills and mountains, but you must drive an hour or more from Sacramento. The American River Parkway is awesome, however, and that might make up for the "lack of lakes" for you.

Keep in mind most of the cities recommended, Rocklin, Folsom, El Dorado Hills, are not attainable for $200k. You might find something decent, and most of those cities are all decent, but it's not going to be easy. All are good choices if you can find something. Money goes further in Lincoln but there isn't much in the town. Placerville is pretty rural. Auburn is a mix but, again, not sure what you can get for that amount.
