They said sorry go look elsewhere, but the Texas county says they have to sell water to them. The OK county says only if its surplus.

As of a year ago it was going through the system. Texas is getting no water. The drought in the panhandle area is worse. You think there will be wars over oil? Try water...

So, if Inyo decided that as they were a new state they could say they needed the water and LA could go and look somewhere else. And in another state you'd have to go through higher than state courts to settle the disupte. And it can take years to reach the end in that. Does LA have a back up plan for when Inyo (who doesn't like selling the water in the first place) says sorry South California, not our problem? Even if they lose LA is out half their supply for a rather long time.
Maybe. LA and San Diego have priority over Phoenix for water in the CO. River.

How about pulling San Diego out of it and giving the rest (and Mr. Stone) to Mexico?

There have been many ideas for splitting California into multiple states. None of them have gotten any significant traction because it's impossible to get people to agree on where to draw the lines. Everybody who comes up with an idea always wants to put the part that he likes into "my" state, an the part he doesn't like into the "other" state. But that can never work.

Of California's 53 Fortune 500 companies, exactly ONE (Qualcomm #222) is headquartered in the proposed "South California".

Good luck with that.

Nobody ever proposed revoking Mississippi's statehood because of its poverty.

Yeah but this is the first time I've seen someone propose to CREATE a poverty-stricken state.

Hell take out San Diego and you may as well have Mississippi.

San Diego would be a little less than thrilled about carrying the burden of financial responsibility. Then again, corruption is so rampant in SD I'm not sure if it would even try.
