Can someone explain to me this supposed "double elimination" in the LLWS??

Montana beat CA to make CA go into the losers bracket, then CA beats MT and wins the entire US bracket?? How does that make sense? They both have a loss, why is the loss at the end any more important than the earlier loss CA sustained? Something fishy going on there, the ruling official is probably from CA.
