Ok, just from this post, you aren't serious. With items 1,3,4 and 5 you may have identified 0.1% of the budget, at most.
#2 isn't a major contributor of our deficit, modest adjustments may be needed but it isn't going to do anywhere near enough. #6 has nothing to do with the budget at all.

Ok fine, where are your solutions? Cutting waste, fraud and abuse isn't a real budget cut. There no line item for waste fraud and abuse.

How about we start w/ the fraud and abuse of the immigration system which is against the law which strikes at the biggest portion of the budget (education) ...
Instead california embraces super low income impoverished illegals who dont pay an ounce of a fair share of taxes .. then have 3-4 kids and flood the education system with them...
California gives them sanctuary and now even access to funding for college on top of K-12 ...
So o.k fine.. start with the biggest expense item and see if you can possibly just try to make it legal.
California has one of the biggest economies among the states, has some of the highest taxes in the U.S and its silly behind still can't balance a budget.. If it can't because of idiotic/obvious things like fighting illegal immigration .. the broader u.s is definitely doomed w/ our idiot president busy trying to impede on a state's rights to enforce a law the federal govt. should be enforcing.

Administrative pay is a problem. It may be a small percentage of the State budget, but further down the ladder it is very restrictive in some areas. The UC system, for example, has raised tuition at double-digit rates while cutting enrollment and classes, but is handing out $140 million in raises. $140 million is a decent chunk of change. Add these raises cumulatively year after year and it gets much bigger very quick.

Education is the #1 expense and look at what California is doing after raising tuition some 18% ... You liberals allow all of these illegal immigrants in your state .. they have 3-4 kids and flood your schools.. K-12 education is ~40% of the budget.. California gives handouts upon handouts to low income families.. they hardly pay any taxes ...

I'm far from being liberal. There are quite a few fiscal conservatives in California. As far as "allowing," the drive to allow illegal immigrants into California and the country as a whole is fueled by conservative business interests. You know the ones that cry about having to abide by labor laws? The rest of it is all about buying votes from a large voting bloc.
And don't be fooled. These problems aren't unique to California.
