I don't know anything about the colleges, but the two places could hardly be more different in vibe.

Having lived in both the Bay Area and SD, I can tell you that I'd much prefer living in Berkeley and going to school there. Berkeley is a very cool, eclectic community, whereas Chula Vista is a mis mash of several sketchy, ghetto areas and nicer suburban areas that are very far removed from any action. If you want to live in SD and go to a CC there, you are much better off going to SD Community College or even Grossmont, based upon location.

I don't think a good comparison can be made about the cities, they are too different. Choose Berkeley, Chula Vista is not a that nice of a place and is far from Downtown
