Mexico is actually a wealthy nation it ranks 14th in the world for gdp.

It has two big problems.
Concentration of wealth in a few (the direction the US is going)
Birthrate. Mexico cannot create jobs fast enough to employ their own citizens.

Now, they have a big problem with the US. The US has attempted to dominate Mexico over the years. The US has invaded Mexico twice, once they occupied Mexico City and Mexico's seaports for two years.
Another, A US army invaded and wandered essentially aimlessly for a year before returning to the states.

The current drug wars in Mexico are due to American demand.

As Porfiro Diaz is reported to have said, "Poor Mexico, so far from God, so close to the USA.

If, America stopped consuming drugs today. The drug cartels and their violence would cease. That would be a good first step.

To summarize.. Mexico is doing great . it's unemployment rate is 1/2 of ours.. they've already found the solution.. Sending all the people at the bottom who can't find work over here .. much to the U.S's detriment... and like morons, the partisan driven and divided public can't see that the people who truly benefit from this illegal immigration are the rich/wealthy .. The rich/wealthy are good at misinformation though, so they've successfully brainwashed the public into thinking otherwise.. It's the reason neither democrats/republicans will address the illegal immigration problem.. Because $$ has bought them both.

The solution would be to deport them... Agri would invest in capital equipment .. that advances every day :

They'd need less human labor .. If govt. went on a campaign to 'solve' this problem via awareness campaigns.. increasing 'working conditions' via laws... jobs would be given to enterprising people looking to use technology to solve the problems.. lower skilled jobs would get a bump as more intelligence would be needed to run/manage the 'equipment'... Americans would back-fill as pay would rise and working conditions would rise... The lie that rich/wealthy farm owners (many of which subsidized by govt. the world over) that the end of the world would come would be exposed..
Consumers would see a 'small' bump at the checkout register as automation/robotics would negate the benefits of 'slave labor' and the consumer really didn't get the windfall profit from the usage of said slave labor anyway.. the farmer did...
So, all would be well.

would get filled by teenagers who are most impacted by present day unemplyoment..

Construction jobs would open back up to American construction workers ... no more, pick up an illegal at home depot.

Landscaping/Lawn .. same .. only in california do i see the labor force of lawn/landscaping predominately mexican (question the immigration status) ...
California has the largest pool of illegals in the U.S .. they are working somewhere

In FL, a more diverse enterprising group of people do it and make a killing/great living.. white/african american/spanish .. most are often owned/operated and you see many smaller crews whereby the proceeds are more evenly distributed.

Listen, some people like the world w/ a lot of problems as they are the ones who benefit most from them existing..
If the solutions are straight forward and arent being pursued that most probably because someone making tons of money doesn't want them to.
