Let me see now. Here is a good example i just read this morning in the paper with regards to the Leaness you are referring to.

The City Manager of Berkeley is retiring or has retired with a $266,000 pension/year from a $250,000/year job. He did put in over 30 years of service and you have to hand it to him for picking a great retirement system. One minor detail though, due to the City's largesse with regard to their retirees the retirement fund is $420,000,000 in the red. It seems as though that amount of money would pay all the existing City salaries for 3 years.

How this is gonna play out is very interesting. Multiply that through out the State and you can see one of the culprits of indeptness. It is my opinion, the Manager could have gotten by with say a nice $50,000 yearly pension.

Not sure how long these government pensions are sustainable since the City of Berkeley, i would assume will try to tax its citizens to make up the difference. Of course they can always go bankrupted as did Vallejo, California and then renegotiate retirement funds with its former City workers?

How can we know?

Every now and then it is useful to look at actual, you know, data. Let's look at the list of California Commissions, Agencies, Panels, Departments etc... each of which has its staff, budget, offices, computer systems, consultants, mission creep, mission overlap, etc.

Look at all of them (below)! Imagine how much money could be redirected to, say education & fire departments & police & libraries -- if only the budgets and staff in duplicative agencies & departments were rationalized -- which of course would entail going up against public employee unions. So it won't happen. But we can dream.

They may not collect anything, but the point is that Hospitals don't give out free care but they are mandated to help people in urgent need whether or not they happen a briefcase of $100 bills with them or not.

But seriously, how is an emergency room suppose to determine whether someone can pay before they help them? Its the emergency room....

Firstly, I'm not sure what you mean you "duplicative agencies". Secondly, are you asking me to imagine because you have absolutely no idea? I'd imagine the answer is yes.

To understand CA's budget problems, you have to understand the CAs dependence on volatile revenue streams - income taxes and capital gains. Almost all other states depend upon property taxes, sales taxes and corporate taxes for their budget. CA's budget make-up has a disproportionate dependency on income taxes and capital gains that are very volatile during economic downturns.
Are you saying California just needs a system like Oregon, Washington or Nevada?

Washington and Nevada have no Income Tax which takes up to 10% and Oregon has no Sales Tax which in my part of CA is 10%+.

Under Prop 13, property tax revenues increased annually for approximately 30 years without much volatility...

Exactly why some ER's have closed...especially trauma centers...

Sure they can. You see states like Arizona, Oklahoma, Alabama are not encouraging illegals to pour on in, and states like California have politicians that are threatening to throw disabled American citizens out onto the streets while promising the illegals their first place positions in the college financial aid requests.
