No clue about the hole digging thing. It might be a liability issue, kids, tripping and falling, etc. Or it might effect the county's beach cleanup operations. But now I better appreciate why politicians might be reluctant to revisit/clarify old, arcane rules.

I'll admit I was seething when I read about this last night. Then I suspected it was just too stupid to be accurate. Of course, that didn't stop Drudge et al from running with it and making it viral.

A smart guy once observed: a lie can travel halfway around the world while the truth is still putting on its shoes. The tragedy is, no matter how much this is debunked from here forward, I GURANTEE you this myth is now the reality of a shockingly large segment of the population.

Not that I support this... but just to be clear, it looks like there was a ban before and that they voted to lift it. Apparently, though, you have to obey lifeguards if they say that it's unsafe for you to throw your football if it's too crowded or whatever...and that's where the $1,000 fine could apparently come in.

From the article:

The update means that beach-goers may toss balls and Frisbees with Lifegauds permission on beaches in Los Angeles County between Memorial Day and Labor Day.

However citations, may be given out to individuals who ignore lifeguards’ orders.

The new ball and Frisbee tossing rules will be relaxed during the winter off-season.

isn't it a $100 fine, not $1,000. I would be surprised if any every get issued. Usually a lifeguard will just suggest they move where there is more room.

All children wishing to build a sand castle on the beach must obtain a building permit from the county, pay a $50 refundable bond, and submit an Enviromental Impact Review report 30 days prior to the proposed construction.

Thank you for reminding everyone. My 11yo niece got this very citation just yesterday. He also cited her for skipping too quickly and joyfully while going against the flow of sidewalk traffic without a permit. Apparently that's a misdemeanor. :|
