The whole idea is so ridiculous. The software company I work for has engineers in three places: California, China, and Russia. There are job openings for engineers in all three places. But the only ones they want in California are the top-of-the-top, with tons of experience and exactly the right skills for the most advanced products. For run of the mill engineers they can hire as many as they need for much less in China or Russia.

Why would they go looking for people in Iowa, which offers neither the supply of exceptional talent of California nor the supply of cheap talent of China?

Got to love that California attitude of hanging your hopes on the physical environment while ignoring the regulatory one. Sure California is a lot nicer than Iowa or North Dakota, but it really don’t mean **** if you don’t have a job.

There is definitely an ostrich-head-in-the-sand attitude in California about competition coming from other states. They seem to have the Billy Crystal channeling Fernando Lamas attitude that "it is better to look good than to feel good". The physical environment and climate, which Californians have nothing to do with, can attract and keep some businesses. But most business are about making money and California's increasingly dysfunctional government will drive more businesses away. I think some Californians actually want that. They think there are too many people there now and if some want to leave, good riddance. The problem with that is , who is replacing many of those solid reliable taxpayers leaving the state? We all know that answer and it isn't more tax paying citizens. It's people who take more than they give. That's how you end up with $16 billion deficits. You can't live on Facebook and Apple forever.
