Exclamation What are Local Government Agencies in CA Doing About Foreclosures?

In light of all the foreclosure activity in California, many cities in California are grappling with dilemma on how to address the problems associated with abandoned homes with no real short term solutions. Does anyone know what methods local government agencies are taking in addressing this problem?

Local Government agencies have no authority over a home that has been foreclosed on except for zoning ordinance compliance (weed abatement and the like).
Most banks who have foreclosed hire people to see to the maintenance of the property as it's in the lender/owners best interest to keep the property in decent shape to sell it to the next guy. If a private person foreclosed on a piece of property, then it might be problematic.
