Lake Tahoe - or Mammoth Lakes - (except cold in winter)

or Sebastopol ..... but the roads need to be paved, and widened.

Hmmm ... I guess I am moved to point out that widening and paving and the like reduce rural character and invite more development .... sooo, since the OP here wants to move / live "rural" ...

Man, I love rural ... hate paved, wide, "improved"!

....wider shoulders for bike lanes, wider lanes for safety especially on the roads extending down into the Russian River / Guerneville area ....

Again, I am personally sympathetic to bike lanes and safety ... and the roads through Russian River towns are a bit*ch ...

But the more they are improved, the more it will invite development and rising real estate prices and population densities will rise ...

If you like the desert, then yeah, Salton Sea. Otherwise... look around Lake County. It helps if you have your own job and such, but that just about fills all your requirements (including, from what I've experienced, the lack of what I assume you're talking about when you say "bigotry" )... Plus, you're only about an hour 20 from the Bay Area, so you still have access to really good shopping, all the citified stuff to help you get over your withdrawl to normal life, etc...
