But it isn't just a rural problem. Google "copper thefts" and add the name of any city (to pull up regional media) and you will find most of it is occurring in urbanized areas, and not always in the poor areas of the respective metro area. Clovis has been experiencing a lot of copper thefts from streetlights and utilities, and that is about as middle-class and middle of the road as any place in Fresno County.

The economy is definately part of it. The other variables in the equation is that they aren't held accountable for it. Chances are if you call the police telling them someone appears to be interested in stealing copper wire from the street lights your call is going to be dismissed as "low priority."
