Can anyone write (for first time renter) what are the standard rules and liabilities for car rental in USA.
I just want to have some information on what i need to know before renting, what will be consequences if I make accident and it is my fault, and what should I do if it is not my fault? What about damaged or stolen cars not by me?
Is there any deposit you need to leave?

Why don't you just call up some rental car companies and ask them their policies? It sounds like you just want us random strangers on the internet to do all the work for you.

You have to be over 21, must have a credit card, and you'd best check your personal auto insurance policy to see if it covers rentals, and if so, how comprehensive it is. Also, if taking a trip that may need you to rotate drivers, they must be covered, too.

Paying for the additional rental company's insurance policy can be expensive to the point of doubling the cost. But if you have an accident, or even put a scratch on the car, with their policy you can just drop it off without a care. Otherwise, you will go though a sh*tstorm of back-and-forth haggling between your insurance company and the other driver's AND the rental company's, so make sure you are up to that.

Always do a comprehensive walk-around examination of the car's exterior and interior and look for any dents, scratches, upholstery tears, etc. and mark them on the documents before you take possession. This means it's unwise to pick up a car at night in a poorly-lit parking lot somewhere, at least if you don't buy the rental insurance.

Getting a weekly rate even if you only have it for a few days can pay off. Monthly is even better. Try to never rent at the airport, the fees are much higher. Cheaper to take Uber or a taxi to a rental place farther away. Actually, Uber may be cheaper over all. Depends on how much you will actually need to be driving and how far.
