This wouldn't accomplish anything desirable as all the skilled people would leave so only the trash would be left. Besides, California has the lowest public employees per 100,000 population of any state so it is already very efficiently run on the employee side.

In Highland Park TX, suspect rates of crime/fire, quality of public schools and smoothness of relevant commute roads are no worse than those in Woodside/Atherton CA or BevHills (or elite Westside LA), let alone even higher-tax, higher-cost/corrupt, more ThirdWorld NYC region (hell, doubt anyone in elite CA/NYC sends their rug rats to public schools but forced to cough up $40K/yr/kid for generally useless pvt schools simply for personal safety, not educ, of kids)

TX has 0% state income tax and cops/fire/teachers/prison guards, etc are paid at more rational rates than in commie CA/NYC (and clearly someone signs up for these jobs by own choice)

Suspect most upstanding citizens/taxpayers in CA/TX/NYC reside in some newer suburbs....and only want to pay for smooth roads, decent public schools and really have little use for cops/fire in areas w/largely newly/well-built houses on spacious lots, far from violent poors....

Funny how welfare states and their rent-seeking unions/"workers", professional, multi-gen poors and crony capitalist industries (like gvt, RE, tourism, entertainment, etc) attempt to rationalize or scare-monger absurd taxes to allegedly pay for relatively cheap public utilities (and amusing how crappy are roads in NYC region despite US' highest taxes and immense wealth for decades)

In private sector, one commands wages some employer is willing to pay and can work wherever if feel wages aren't "fair" vs one's skills....much like consumers freely choose to buy goods/services from whichever company offers best value....life is a multi-dimensional, competitive game whether competing TX vs CA vs Germany or an individual worker's skills/pay in market...all are free lifestyle choices...

The mayor was desperate and had no other options? He said that once things were worked out he would reimburse the workers their foregone pay. He didn't intend it to be a permanent solution. My guess is he was using it to get movement from the citizenry on increasing taxes. The dude's a genius. I wouldn't get too excited about this being some new way of managing public employees.
