Default CA looking at handing out carbon credits

This article was posted in another thread but I thought I would bring it here for discussion since it relates to CA.

What are your thoughts on this? Is CA caving in Green principles for the money? Is this just a financial reality that can't be avoided?

Carbon trading is a good market based way to lower waste and improve efficiency.

It used to be people got scammed buying swampland in the future it will be plots of "forest."

Such credit trading systems have worked well in reducing acid rain, reducing particulates in air, and sulfur content in air and water. I don't see why such a market based solution couldn't also be applied to carbon.

The problem here is that CA is giving them away. I don't see much of a trade going on.
