is it legal to pull over on any highway in california just to switch drivers, was just on a business trip and was told to do this, i refused to do it on account of safety and common sense. please let me know if this is even legal. thanks, jim

Err, well, it's legal to exit the car on the shoulder, so I'm not sure why it would be illegal to switch drivers as long as they're licensed..

I've pulled over on a highway for many reasons, and have never had a problem, except for once when we were stopped for a long time and a cop pulled up just to make sure we were okay, which was very nice of him.

If you're truly concerned, you can always just take an exit and do your driver switch then get back on the highway.

If the driver is in bad enough shape that you need to switch up right there and then, then safety takes priority.

I'm guessing that it's probably technically allowed unless there are signs that say no parking or standing (research the California Vehicle Code for confirmation), but I agree with you that it's not a good idea. Normal people switch drivers at a rest stop, when they fill up for gas, or at any other routine stop.

Many other options that are safer for you, the other driver and all the vehicles driving past you. Pull into a rest area or change when getting gasoline or just go to the next exit and change drivers either at the stop sign if no one else is around or on the ramp, safely.
