Stockton always has been part of the Sacramento Media Market (#19 in the country last time I looked) and I think Sacramento does a better job on reporting on the real Stockton. The Sacramento media has a more balanced view on Stockton because it thinks of it as one of it's own; whereas, the Bay Area media just thinks of Stockton has that horrible Central Valley exurb and focuses all its attention on the negative.
Yes, you make valid points but Metro Areas are combined based on commuters percentages.

Speaking of which, I just calculated some stats for Sac and I see a trend emerging:

2010 County-to-County Daily Worker Flow
Sacramento-Solano 6,089
Yolo-Solano 5,046
Sacramento-Alameda 2,801
Sacramento-Contra Costa 2,137
Sacramento-Santa Clara 2,022
Sacramento-San Francisco 1,926
Sacramento-San Mateo 1,029
Placer-Solano 743
Yolo-Contra Costa 667
Placer-Santa Clara 662
Sacramento-Marin 626
Placer-Alameda 647
Yolo-Alameda 593
El Dorado-Alameda 492
Yolo-San Francisco 470
El Dorado-Santa Clara 436
Placer-San Mateo 414
Sacramento-Sonoma 389
Sacramento-Napa 373
El Dorado-Contra Costa 358
Placer-San Francisco 325
Placer-Contra Costa 308
Yolo-Santa Clara 263
El Dorado-San Francisco 247
El Dorado-San Francisco 204
Yolo-Napa 171
Yolo-Sonoma 161
Yolo-San Mateo 159
El Dorado-Solano 151
Yolo-Marin 120
El Dorado-Sonoma-105
Placer-Sonoma 102

Total:
2010 Sacramento Metro-Bay Area Commuters 30,236
2000 Sacramento Metro-Bay Area Commuters 20,250
2000-2010 +49.3%

Are those net figures? What about the reverse? Those counties into the Sacramento CMSA. Also, what if a city like Vacaville has a majority into Sacramento over several other Bay Area counties. By including Vacaville into the Bay Area CMSA because it is in Solano county is not an accurate representation.

Do your calculations include commuters who take the Capitol Corridor trains?

This isn't even factoring in the population growth rates in which case if trends stay consistent then New York should be topping 26.4 million, Los Angeles should be topping 20.2 million, Chicago should be topping 12.4 million, Bay Area should come in around 11.2 million, the DMV will score in at a few thousand above 11 million. In 20 years, the order of the top 10 should look like the following. New York, Los Angeles, Chicago, Bay Area, the DMV, the Metroplex, Houston, Boston, Atlanta, and Miami.

Chicago, DC and the Bay Area are now all on their way to 10 million.

If current growth is consistent with 2011 growth rates(latest year available), then the Bay Area has about 8.475 million in 2013 and will have 9.5 million in ten years.
So basically we have:

1) NYC
2) LA
3) Chicago, DC, Bay Area in a mad scramble, we'll see how it ends up
4) Boston
5) Still Philly?

I can't believe there is an actual debate on this. Take what the white house says with a grain of salt... Anyone with a tad bit of common sense, knows that stockton was never, is never, and never will be part of the bay area. Please stockton........ Leave us alone.
