I'm not disagreeing with the law...i actually think people are more likely to drink at homes/parties at homes. Especially around my hood'. That can be done anytime of the day/week .
House parties? Move over, Ibiza.

Not to mention, the last thing you want is "house party" that goes into the wee hours in a residential neighborhood. I'd rather they take their business to Sunset Blvd.

Poor people can't afford bars typically...but they can afford cheap booze from market.

Different drugs affect people differently. MJ might lower inhibitions but in different ways than drinking. I prefer booze personally...

Well, I didn't know this was an LA-only law, but I do often read how LA is undertaking a massive public transit initiative, so perhaps not so different than you think.

Lower inhibitions? I'm not inhibited. I just like the mellow enhancements. Oh and not tripping over my shoelaces while I lurch for the toilet after making an ass of myself in public.

I'm not talking about alcoholics and lushes, just the average Saturday night crowd.

Yet this doesn't seem to be a problem with other places that have later last calls. Talk about some fear mongnering.

Smoke much dope? Apparently not. I'm having this conversation with you right now after having a couple hits. Any problem with my communication skills? Typing? Logic?

And guess what? My fly is zipped up. No lampshade on my head. And I haven't made a pass at anybody's girlfriend all morning.
