Melissa, I was a poor girl who LOVED to shop!!!!! This is what I used to do.
Since you are in Oxnard (I used to live at Hollywood Beach) go to the mall in Ventura or Thousand Oaks at Macy's or one of those large department stores when they have sales and coupons in the newspaper. That's what I used to do when money was tight but I still wanted to look good. You can get great deals on quality clothing by doing that.
Another place I used to love to go to is "Forever 21". They have really cheap cute clothes but forget about quality but that doesn't matter because you really are going there for trendy fashions that go out of style quickly. There is one in "The Oaks Mall" in Thousand Oaks. There is a store in the Ventura Mall that is very similar to Forever 21 but I don't remember the name of it. (It was on the top floor).

Ignore the outlets, malls, and especially the "Forever 21" cheap chinese sweatshop knockoffs. Do you really want to be fashionable so badly that you don't care that your new top cost of some 11-year old losing their right hand in a automatic loom?
Try thrift/exchange stores. Oxnard isn't the best place for this, unfortunately. If you can get a ride into Melrose, or other fashionable areas, those exchange stores will have pure gold for pennies on the dollar.

Look around Oxnard/Ventura. Plenty of hidden treasures. Agree with Sponger -- have a conscience: forget the malls. And with gas approaching $4/gal, I sure wouldn't waste one drop driving to Thousand Oaks.
I have a friend who travels all the way from Santa Barbara to get brand new discounted western shirts in downtown Oxnard. Quick train ride down, walk, shop, another quick train ride back, less 1 Stone Pale Ale for the journey. Also look in some of the creaky corners of Ventura. Be adventurous.
