I don't know about the facial recognition part, but police agencies have had access here for many years.

Access? To what? The facial recognition program is what the article is about and mentions that CA does not have the technology program to do that.

Doesnt have to be even the early stuff from the late 1990's can pickup a full frontal with surprising accuracy. Unless your disfigured or wear in a mask.

I'd image the new stuff can recreate from probably just 50% vertical slice of a facial shot with good accuracy.
