So you currently live with your parents, are about to turn 26, have no job or job skills, no education, and you want to come to California and be supported by the good taxpayers?

Do you have a physical or mental disability? If so, you might want to check programs in your area that are specifically geared to help these individuals become more independent. Maybe you could ask your parents for assistance in doing this.

Where is it that you live now? I am sure every state has public assistance.

I have never heard of someone relocating to another state to get on public aid

There are no programs that are anything like what you are looking for in CA or anywhere else. Unless you have some sort of problem or disability you will just have to suck it up and live the way everyone else does.
