In terms of economy, things to do, weather, people, diversity etc.?

Which area would you prefer to live in?

Well they are both expensive. But I'd personally live in SF.

I choose DC, I have lived in both places and don't think anywhere has as much to offer as DC when it comes to things to do and see. I love the bay area as well, but as I have said, many times I would never move back to CA or most likely wouldn't but I might be inclined, if the situation was right to consider living in the DC area again.

I'm not into steam bath humidity (visited DC in late May/early June - ugh!). I enjoyed DC, but the Bay Area's just prettier and has a much, much better climate and location.

If you even have to ask, then it's probably pointless to try to explain why the Bay Area and just about every other place in California is far superior in almost every way to the DC Metro. And yes I lived in both.

I would agree.

I'd even pick the Inland Empire or Fresno over DC...

location? I don't know what you are basing that on? I will agree the climate in the bay area is far better than the humidity in the mid Atlantic region of the country. I will add, we lived there for 7 years and never felt the humidity that much in May or early June, You might have hit a bad year. Now, by late June, it is really bad!!! Not as bad as Texas or the deep south, but bad.

If you like outdoor activities, better weather, prettier city, more things to do, lower crime, then San Francisco by a mile

If you are a government employee, lobbyist, better access to Atlantic coast cities, or just like to bash California, then DC.
