Wait I got it. Its the warmest as departures from averages. So each city is both relative to itself as well as in relation to the departures other cities show but not necessarily in absolute numbers

I don't have a clue where those figures really came from but it appears the computer screwed up or someone is playing around: Fresno is Hot, Sac can be as well, but what about not only Vegas, but Laughlin, Phoenix, and death Valley or Needles? All you have to do is read the weather daily and look at the hottest and coolest places to know this is way off!!!!
