And this adds up all the debt of the state and every city and county and combines them and the state is NOT on the hook for that amount, in fact the state's external debt is about $85 Billion. Guess what, the federal government owes $16 Trillion, our 85 is peanuts by comparison.

I already provided you data straight from the horse's mouth-remember?

Your source is reckless and misleading in that it lumps all debt(state and local) into one sum implying that the state government is responsible for all of it, which is flat out WRONG WRONG WRONG.

The State of California owes $73 Billion in outstanding debt. That is what we are required by our state constitution to pay above ANY other expenditure save K-12 schools. The state by law will forego paying everything, services, programs, salaries etc, before it defaults on bond payments.

That.
