By lien do you mean a legal owner listed on the title? Or is the tow yard doing a lien sale on the vehicle?

If you're buying it via a lien sale, then full ownership will transfer to you and neither the previous registered owner or legal owner can take the car from you, or sue you. If they have issues, they can sue the yard that did the lien sale for the value of the car, but that would have nothing to do with you.

When a mechanics lien is done the tow yard basically owns the vehicle. They apply with DMV to take ownership. They in turn can now legally sell the vehicle to you. The old owner has no claim on the vehicle

I bought a car at a tow yard lien sale in Ca. I am a Ca resident with a Ca Drivers license. Does the car have to be inspected? What if I can not register it in 10 days? I will have the money to register the car in 13 days.

Make your appointment with the DMV to get the car titled to you. Even if you don't have the money right now, they will start your transfer application and give you a list of whatever you might need to do, plus let you know the exact fees needed.

Then you can return and finish when you have the money.

Basically, the standard transfer fee and one year's registration, based on purchase price and year model. There's a "what would it cost to register my out of state car" matrix on the DMV website that you can play with to get a rough estimate of fees.

Note: Ask to see the lien sale packet and check that the legal owner in Utah was actually notified. While they're debate on both sides (some say to be precise that only a California legal owner needs to be notified)--if they don't notify the company in Utah you could end up with a surprise repo at some point in the future, then be looking at a civil lawsuit to resolve it.

What type of car is it?
