There is no winter at the beaches in California. The only winter in California is in the mountains.

Yeah all of 'em as far as I know.. I went in January last year to Huntington Beach and Santa Monica and they were open.. but the water is freezing. Heck it was even freezing when I went to San Diego this summer! Maybe I'm just used to 75-80 degree water in Miami. But its still nice to sit by the beach and relax.

The beaches will be open in the winter, but there likely won't be any life guards on duty. The water will definitely be cold. The weather will likely not be warm enough to enjoy swimming (Mid 60s). The water temps will probably be high 50s in the Los Angeles Area and orange county. San Diego would be your best bet, but it will still probably be around 60. Santa Barbara will be around 55, not fun.

They might be closed if you're coming after a good rain.

Every ten years the County Beaches are required to be closed when the ocean is drained for routine maintenance.

Oh, and the only time I know the beaches to close in California is if the bacteria levels are high.

Which often happens after a good rain.

Wait, what? Beaches close? The only time I've seen a beach close is when it is not safe to go into the water or there is some other junk in the beach. Then again after going to Costa Rica, it seems like all the beaches out here should be shut down for sanitary issues.
