I'd like to buy a car in CA but I don't know where to begin. This is my first year here, and I'm planning on staying for at least 3-4 more years, or even more, and I will try to get a California driving license ASAP, but until then, is it possible to buy a car with a EU country's driving license and IDP (International Driver Permit).

1. Will insurance companies want to insure me if I have a EU driving license + IDP? Also, would my premium be much higher?

2. Will car dealerships sell me a car if I don't have a CA driving license?

3. Can I lease a car/make monthly payments (whichever is better) if I have no credit history or so. Moreover, could my parents possibly co-sign online?

If all of that is possible, what would I do first. Get insurance, or get a car. I need step 1, step 2 etc. I've never done anything like this.

You can't get insurance before having a car. The type of car and if it is not paid in full will also be a factor. If you buy from a dealer and make payments, you will need to fully insure the car. If you pay for the car in full, you only need liability, but can fully cover the car if you want.
Having always been a CA resident, I don't know about insurance companies policies for types of licenses. But, since you will be here for a while, get a CA licence and then it won't be an issue.
And, anyone with enough $ can buy a car, licensed or not- it's registering the car is where it gets specific, the driver of the car (driver/car combo) that must be insured or you can't register it.

It would depend on the dealership in regards to a co-signer and how to accomplish that.
