Whats more advantageous SA being close to the Port in Houston or Sacramento and Reno being close to port in Oakland?

Tesla still needs to be profitable. California is the worst state to do business. I don't think tesla ever considered this after looking at all the government fees, it would be 100's of thousands of dollars just in aqmd fees per year in pollution taxes, it might even go into the millions. With higher costs on everything
from land to labor they as might as well built it in china. Just kidding...

Not to mention the ridiculously long time it takes to get the permitting satisfied. I don't blame them for going to NV since the time to completion was half of what it would be had they built in CA. Too much bureaucracy and red tape BS.

NV got the first of what could be multiple Gigafactories. Since there will be less of a rush for the next factory CA could be under consideration again, alongside of the other competing states.

Even Arizona and Texas couldn't compete with Nevada to get Tesla business. And I am pretty sure banning direct sales in Texas (laws requiring to sell cars under dealership) did not help either.

As Wilson502 stated above, NV beat out everyone else because that was the state where the factory could go up the fastest. The criteria includes time required for bureaucratic things like getting permits approved and such. Elon Musk pretty much said it himself in an interview after the news first went out that they had chosen NV.

Speed won't be a factor for the next factory since they will have years to plan for it. Therefore the other states will have a chance with their various financial incentives. That money will most likely be weighed against strategic factors. Examples could include things like whether they need a factory closer to their HQ, whether they want it in a location where they're most likely to find the kinds of engineers and chemists that they want, or as you mentioned, whether the state (TX) is friendly to their business to begin with.
