The suggestion to make a trip is the best yet. 'Isolated' means different things to different people and to me, isolated means no public transportation within walking distance. Plus, if you are in a beach/ocean area with public transportation, then there will be boats.
The area I suggest would be somewhere between Bodega Bay and Fort Bragg.

I don't know how big a town you want nearby but if you just need a grocery store and few other basics, you may want to look at Trinidad too. It is absolutely beautiful.

Otherwise, I'd agree with others that Mendocino County may be your best bet... somewhere close to the city of Mendocino, but there too, the town is not that big.

If by "town" you mean bigger town, I can't think of a place that exists that has all of your criteria exactly. You might be able to find a "pocket" of isolation somewhere near Half Moon Bay or Pacifica that is close enough to town. I would definitely suggest at least looking at those areas. However, 2 million will not go as far in this area.

Big Sur, south to San Simeon is the only place I can think of. Not even close to cities. If you could afford that kind of money, why on earth would you be riding a bus?

What about Catalina Island? You could afford a beautiful place there. And no cars are allowed.

People ride the bus all or part of the time for all kinds of reasons including:

- not burning as much fossil fuels

- eyesight issues

- physical issues

- don't like the stress of driving

- like to read while they ride

- like to meet new people

Many in the youngest generations are opting to not even get a license. It's not always about money.

I'm not sure why you are criticizing someone who wants to help the environment and save gas and ride public transit.
