The California DMV website lists the late registration penalties here:

https://www.dmv.ca.gov/portal/dmv/detail/vr/vr_info

The same webpage also tells you what to do to get up to date with your registration.

My brother gave me a car that he bought but never registered. The tags are overdue since 2015. Do I have to pay all back fees?

Yes, all back fees would be due. See post #6 for a rough guide to fees or click on one of the links to the DMV Fee Calculator.

If he bought the car but never registered it, you will need a clear chain of title--the pink slip signed off by the previous owner signing it over to your brother, then a Bill of Sale from your brother to you along with a Statement of Facts stating that it was a gift.

Most likely the vehicle record has been deleted--they generally are after 6 years or so of inactivity. If so, you would just pay current fees due.

I'd suggest calling the DMV and giving them the license number to see if the record is still there.

If the car hasn't had the engine turned on in all those years, it's not even going to run. You can't let a car engine sit idle that long. Probably not worth the cost to fix it, never mind registering it.

I would just have it hauled away and just take whatever you can get for it. Forget registering it.

Not necessarily so. My '85 Mercedes diesel sat for over six years unused and never started. All I did when I wanted to start using it again was replace the battery, check the fluids (they were fine), start it up and go. Didn't even drain the old fuel first.

But I do admit that I should replace the tires sometime soon. The hot desert sun beating down on them have caused some little micro-cracks in them. However, they still function fine.
