I don't know whats more insane: the fact that california k-12 schools are so bad, or the fact that UC's are so good.
Oh gawd, the UCs are NOT so good. Prestigious, perhaps, but NOT good. My opinion of higher education PLUMMETED after I attended two years at UCLA, and then ran out of there screaming, and transfered to a CSU school.
There are excellent educations in the UC system to be had, especially in the sciences. In any liberal or fine arts program it is a complete crapshoot as to whether your education will be decent or a slithering quagmire of intellectual excrement. The CSU system actually has more reliably viable programs for those in any of the liberal arts who are actually interested in becoming some kind of competent professional.
The advantage of the UC system is the resources. Excellent libraries, visiting speakers, laboratories, and superior funding. But you have to be prepared to educate because you won't necessarily get any kind of education from your professors.
I'm pretty sure this phenomenon is not unique to the UC system though. I think it's pretty epidemic in a lot of "higher end" universities.

Seems like it is more than a subjective rating system. Is there a better way to measure how much someone learns other than assessments? It looks like real data (from assessments) are used to come up with the ratings: The Base API, released in March, is calculated from state- wide test results of continuing and new assessments from the
prior school year and serves as the baseline for comparisons with the Growth API. The Growth API, released in August, is calculated in exactly
the same fashion and with the same indicators as the prior year Base API but uses test results from the following school year. The Growth API establishes whether schools met their API growth targets.
You can get the actual test results by going to each school's website or by going to the CA dept of education site.
That is precisely what I did.
You think Thousand Oaks schools are better than most?
Yes I do. No question.
Not true. Over 60% of the kids at Thousand Oaks High School fail to reach proficiency in algebra, geometry, and science while 33% fail to become proficient in English.
How does this compare to the rest? Conejo schools were (and probably still are) much better than most. Use any criteria: ACT scores, SAT scores, API results, percentage of students attending/accepted into college, etc. Paints a poor image of the rest of the schools.

I agree. It does paint a poor image of the rest of the schools. What hits home with me is when someone from out of state sends their kids to a California school and remarks that they are sad to see how little is expected of kids in CA schools. Yes families need to provide a suportive environment so their kids can learn. But the schools need to stop fooling around, raise their level of expectations and allow some competition by supporting charter schools and giving tax credits to those who choose private schools.
The latest new California fad in education? More and more high schools are making compulsory community service a requirement for graduation. Kids complain about not having enough time for algebra homework but will have to find time to work at the soup kitchen.

I never understood the animosity that CSU students had towards UC students. CSU folks often say things like "well at your UC you are just a number at the CSU the professors interact more with the students in smaller classes."
To this I say, since when was it ever a professors job to be a baby sitter? It is not the facualties job to hold your hand, its their job to educate and do research.
Perhaps it should be noted that more than 50% of incoming freshman at CSU's end up having to take some sort of remedial math or english class. That means 50% of CSU freshman in one way shape or form are not ready for college work. This is the real reason these schools have smaller more personal classes, because if they tried to teach these kids who were not ready for college in big groups it would be a disaster.

The UC schools are great for graduate studies and that (along with the sports programs) is what brings prestige to the schools as a whole. They are not so great for undergraduate but they do have a good reputation. I did my undergraduate work at a private university in the mountain west (not CA) and then my graduate studies at a UC school. I was surprised at how much easier the undergrad work was compared to what I was used to. Work that got an A or B at the UC school would have been a B or C, at most, at my undergrad university.
As for the K-12 schools, it seems like they do a decent job in the lower grades but the high schools are terrible. For those of you in CA, have you ever known a high school senior that had to take a full class load for the full year? I moved to CA during my senior year from a very good school district in TX and my GPA shot up and I never took any books home. I am frequently thankful that I was not educated in CA when I look at the education system here.

I was a horrible student until I turned 25 (I guess I grew up). I went to the best schools in Cupertino.
My 14 year old son is a dedicated student and gets great grades and he's in a so-so high school.
It aint the school folks, it's the student. Or as we say in the country "it aint the size of the dog in the fight, it's the size of the fight in the dog."

Isn't it the role of a good school to motivate the kids and set high standards so they will learn? Perhaps not if your main interest as an educator is to feather your own nest. I'm not talking about teachers or even principals. But I'd sure like to be a fly on the wall during some of the meetings of California's high paid education bureaucrats. I'll bet they spend more time furthering their own well being than working for the kids they are so miserably letting down. I guess we can just leave the kids to their own resources and perhaps by the time they are 25 they will get a clue.

No doubt, the CSU is way more lax about the students it admits. But just because the UC system requires a higher GPA and SAT score to get admitted, doesn't make the education intrinsically better once you are enrolled.
Example: My major was in art. UCLA (at the time) did not even OFFER a single class in fundamental drawing techniques, life drawing, and the entire department didn't offer any kind of access to studying computer graphics or design. Period. Anyone interested in learning any kind of skills necessary to earn an income in any field in the visual arts was pretty much left to their own devices. 99% of art majors at UCLA couldn't win a game of pictionary if their life depended on it.
It was very prestigious for UCLA to have big name artists like Chris Burden teaching at the school, whose artistic claim to fame is self mutilation. That's right folks, this guy's art consisted of having someone shoot him in the arm with a real bullet, nailing himself to a Volkswagon, and sitting in a box with his own excrement in a gallery. UCLA pays this guy money. If you wanted to get good grades, your best best was to paint something sexualized with soy sauce on a slab of cardboard or something, or stand naked in the foyer screaming obscenities and calling it performance art.
Your tax dollars at work.
UCLA's general education requirements were EXTREMELY loosey goosey. You would have a "social studies" requirement and you could fill it by taking highly specialized classes like "Scandinavian Folklore in the 16 Century". Whereas at CSUF, you were actually expected to have a fundamental education in which the basics were studied. U.S. History. World History. CSU may have a lot of students taking remedial math, but at UCLA, I didn't have to take ANY math! At all! My "math requirement" at UCLA was filled by taking a stupid computer class where they taught you to use Microsoft Word and Excel. I'm NOT joking! I got to CSUF and they laughed at that, and told me I had to take a math class. Mind you, the (non-remedial) math class (Math for Liberal Arts Majors) was exceedingly easy, but it did at least resemble math in some small way. My English 101 class at UCLA? Taught by a teacher's assistant where we read nothing (nothing!) but contemporary lesbian literature. I have no problem with people studying contemporary lesbian literature, but its laughable that this would be a passable curriculum for non-English majors trying to get a basic foundation in English literature in English 101.
On the other hand, my husband is an alum of UCLA, and studied physics. He got a good education. You can't F up physics with politics and academic posturing. He worked in the plasma physics lab, and had a lot of good experiences.
I heard that UCLA at least resurrected their design program after I left. Maybe there's hope for the arts after all.

I'm not disagreeing with you.
This post reminded me of an old Lou Holtz quote (when he was the Notre Dame football coach back in their 1980s glory years). Someone told Lou that he was a great motivator. He replied "I'm not a great motivator. I am great at weeding out those who can't motivate themselves."

School vouchers! Nothing like a little competition to improve the schools. And not many parents would have to take advantage of them in order to improve the schools for all the students, including those with apathic parents. As adults we demand choices for ourselves, but we have to send our kids to a specific school based solely on where we live?
And the schools absolutely make a difference! When expectations are high and students are properly motivated they will respond. The parents make a big difference too but don't tell me that we just have unmotivated students in this state. That is letting the politicians, administrators, and teachers off too easily!
