I will be moving to LA in couple of weeks with my 98 year car which has FED & CANADA emission sticker (49 states) and having 144k milages on it. I registered this car on my name in my current state this year. Its title is also on my name and I am the fourth or may be fifth owner of the car.

Will I be able to do smog test and register my car in LA?

Yes, you shouldn't have any problems registering your car. Make an appointment at DMV www.dmv.ca.gov and take the car and your title and registration.

You have to be the owner for a year, unmodified emmison systems, and you can't resale it in California.

Forget everything I said earlier, looks like you'll fall under a different category. I can't find the one year thing, maybe I'm wrong. How To Register A Vehicle from Out-of-State (Nonresident Vehicle)might help

Yes, you are wrong.

The "one year thing" is for a brand-new car with less that 7,500 miles and no California emission sticker.

Given the age of the car, and that it does have a Fed sticker, it should pass SMOG. Won't know until it actually tries of course.

So if it will pass smog test than I will get it registered right?

And if smog test will fail than will it be repaired to pass smog test ?

Should be no problem as long as you have the 49-state emission sticker. Have purchased several vehicles from out of state, and the only trouble I ever had was with an older import where they had trouble locating the VIN numbers. And even then a trip down to the local CHP vehicle inspection managed to sort it out.
