This proposal in this article really exemplifies why so many people who can leave are leaving...

This A/C control by the power companies is already in effect (voluntarily though) in other parts of the country. You get reduced rates if you allow the power company to deactivate your air conditioner.

There are about 20 other reasons why some people are leaving California. The utility companies considering prudent emergency energy distribution is not one of them.

This is not a voluntary program. CA already has that. This is the state mandating that new homes or commercial buildings have a thermostat that allows utility companies to override the consumer if the state decides there is an emergency.

This is not the only reason people are leaving CA. But this is a great example of the liberal (socialist) attitude that so many are try to escape.

Move to Arkansas. You don't even have to have an inspection sticker on your car. There is no pollution or smog, and nobody cares a lick about Global Warming.

Well that's one way to chase data centers out of the state. I wonder how Silicon Valley's reacting to this.

Since the signal to kill the AC comes over the air, I wonder how hard it would be to shield the receiver. Hmm, perhaps a cottage industry will spring up on eBay. I can also see people buying portable AC units to use as backups in one room of the house when the main AC gets cut. If those are remote-controllable too, I can see a black market of non-controllable units developing. I wonder how many people will get rich smuggling ACs in from Arizona.

Are you guys seriouse? So you all are telling me that during the summer, I could be sitting comfortably in my home and out of the blue my AC (state controlled) could just shut off and there would be nothing that I could do about it? That's crazy!

It is a voluntary program. A very small rate difference is offered for joining.
