I don't think you can break it down into Northern vs Southern California, there is a huge variation between Counties and even within parts of a county. Oakland has a high crime rate, but it's in the same county as Piedmont and Alameda which have very low crime rates. In some places, like Sacramento it's frequently a block by block situation, you can have a small pocket of crime in an otherwise very safe area.

Probably Northern California is more dangerous now.
