How is someone displaced if they are homeless?

Still, this is not likely to occur at least in terms of actual displacement from housing. The SRO (Single Resident Occupancy) hotels are protected as affordable housing per an ordinance passed by the city of Los Angeles about ten years ago. Most of the housing in skid row (where the homeless are concentrated) is SRO housing which if off limits to new development.

Also, the fact is that development and redevelopment occurring in downtown LA is not focused on Skid Row at all but other districts in downtown. The repurposing of old buildings has mostly been old, VACANT office buildings. So no displacement from previously vacant buildings.
