Well, we don't have to worry about this here in Tulare County. We don't have any water to waste, but you guys out there (you know who you are ) better stop flushing your toilets so much.

Seriously, who would qualify for this punishment? Gov. doesn't say who he's referring to.

Looks to me like both residential and business that use overly excessive amounts (without cutting back) will be the ones targeted.

Obviously this would be the extreme circumstance of a resident that didn't care about the ordinances or a business that has automated sprinkler timers that have not been updated to meet the new regulations.

After re-reading that article, I think that high fine refers to local governments that aren't meeting the new cutback goals. Surely it can't mean residences. I irrigate 15 acres (although not this year due to drought) and my water bill would be $300/month. That's $3600/year. I can't imagine any family residences that would use water like I do (did), but even if they did, how could you fine someone $10,000 for using $3600 worth of water? It's got to be for cities not meeting their goals.......or maybe farmers?
