It depends. The ones supporting more efficient mass transit (and thereby changes in city design) and electric car technology will have thought it through to some extent.

Farmers are demonized as a general collective. People know where food comes from and they know that not all farmers are producing the daily produce we need in a fair and necessary exchange of water and reasonable money for those necessities. Therefore not all farmers deserve the moral high ground argument of being our bread basket.

Moreover, the ones who are producing luxury items with unregulated shared groundwater tend to have the thirstier crops. In a water poor state, it's the equivalent of seeing a drug dealer living in long-term subsidized housing driving a brand new BMW.
