Alturas.
Part should head north into Canada, all the way up to Nanook Territory and give the Eskimos something to talk about; trees, a few lakes, a warmer version of snow than they're used to.
The other part should head south to somewhere around San Bernardino County in the lowlands, just to give the folks there something interesting to talk about.

San Francisco is its own city and county. Would Los Angeles, San Diego and San Jose, all of which are larger, be better off being their own counties?

No, I meant if the *cities* of Los Angeles, San Diego and San Jose should be their own counties as well. There are a number of cities in Los Angeles and San Diego Counties.

San Francisco city is also the entirety of San Francisco County. LA and SD have a lot of cities within the county boundaries.

Residents of the desert town of Needles, CA, want to secede and join AZ. Taxes are lower in AZ, and they also feel disconnected from the rest of their county seat / population center which is over 200 miles away, and which they feel neglects them.

Hypothetically, to have a smaller local government that is more tuned to the attitudes and needs of the presumably smaller area of responsibility.

But as I see it, if the smaller government could truly operate smoothly, then the population there are probably already capable of running a larger local government without the need to split it. The strongest motivation for splitting is that some of the local groups have a difference in political opinion that they don't want to or cannot compromise on.

Realistically, you end up with another bureaucratic redundancy and more opportunities for corruption. There are necessarily fewer eyes on a small local government than if it were a big one simply because of the area covered.

In addition, if the new borders are favorably established it would be possible to produce an effect similar to gerrymandering, but with the legitimate excuse that a new territory is being established.

However this thread is about splitting counties. I would say that Los Angeles county could fit the bill for being split up and would expect that lines would be drawn in a way that would split up neighborhoods by approximate majority ethnicity and socioeconomic status.
