I think you would have to amend the state constitution or have the legislature modify county boundaries since counties are subdivisions of the state. Such a proposal would probably result in several jurisdictional nightmares.

Exactly! Lol. Its that simple!
The reason I made this thread is because the county line thing really limits San Franciscos ability to grow. it really screws San Francisco. I just wondered what other Californians thought about it because its not the norm nationwide.
