Your expected income will not be sufficient for a "comfortable" living in the bay. Not unless you want to live in the crime infested slums or Homicide Capital Richmond. Not to bash NorCal but if you want the real California lifestyle (beach, Palm trees, nicer weather, laidback-lax environment, tan babes in bathing suits) as seen on T.V. shows, then what you really are looking for is SoCal, San Diego to be more exact. Check out the Pacific Beach area. A lot of the UCSD and SDSU college crowd call this town home. There is nothing like having a chill day strolling down the beach during the day and having a fun night down Garnett St once night falls. Santa Barbara is pretty chill too. If this ends up being your pick, then look around UCSB (Isla Vista) area.
People in West-LA/Santa Monica area, for the most part, are way too into themselves. They're all Snobby aspiring actors, musicians and models.
NorCal or should I say Southern Oregon is greener without a doubt. More green equals way more weeks of rain, cloudy, and foggy cold weather.

It depends on your personality and style. Each city you mentioned has a different vibe and many micro cultures within. I grew up near SF, it is a fun artsy city. Santa Monica is artsy too but seems more big city/ LA/ mainstream. Santa Barbara is more laid back, not a large city. Lots of young people in college, beach town. Yes, it is a pretty expensive place to live but lots of opportunities for cheaper living with younger crowds.

your talking apples and donkeys la and sf are huge cities
SB is small you can walk every where and ***** flows freely for the young and attractive.......lots of social events down by the water
you will never be lonely in SB much more laid back and open than larger cities
I lived in SB for 2 years wish I had moved there when I was 20
go to SB quality of life it top in the country

Forget about Santa Barbara. It is a college town, but the majority of college grads leave upon graduation for jobs. Santa Barbara is also where wealthy Los Angelenos go to live. I'm talking about a lot of dual income marrieds...those aren't the kind of people that care to hang with single men.
Your best option is Santa Monica. It is hardly "gay." West Hollywood is "gay." These are two completely different places. Santa Monica is one of the best parts of LA, actually...head there. You will love it.

Santa Monica definitely. No doubt about it. Then when you meet a chick in Santa Monica you can take her to Santa Barbara for the weekend. San Fransico is too far north :-P

Try the SF Valley, and way less expensive and more normal people! And close to everything! More clear skies too! SM and SB to much AM fog!
