Agreed on that feeling, Lompoc seems like it would be more at home in the midwest than in Coastal CA from the times I've been there

Define affordable? That will be different depending on who you ask. Any touristy/ski town in the Sierras could work otherwise.

Keep in mind the OP included "cultural" and "cosmopolitan". It's tough overall to find anywhere that is both cultured/cosmopolitan and "affordable" at the same time. If one wants the former, one must be flexible in their definition of affordable.
