I don't get what the issue is?

I was under the assumption that an AB-60 licence was virtually the same as a legal immigrants?

Just apply for an AB-60 licence?

You'll be left alone and treated like a king by the city and state. All you have to do is pretend to be illegal and all the doors open up for you.
