Wouldn't it be awesome if you can decide who can live next to you? Neighborhoods would be filled with like-minded citizens who get along fabulously.

That would never work. It will create more problems that it solves...

Sounds more like a New York Co-Op arrangement... where the existing have to vote on new comers.

I don't care who my neighbors are as long as they don't feed feral cats or expect me to stop and chat with them everytime they walk out the door

As someone stated before me, the NYC Co-op model already works like this, and I'm certain there are laws protecting buyers from racial discrimination in that process. I assumed the OP was talking more about not having rude, loud, or annoying neighbors than race?

So you want the government to hold your hand and shoo away all the people who are different from you, rather than you having to actually go and interact with them?

Nope.

We've got good neighbors, bad neighbors, nasty neighbors, and criminal neighbors. I'm friends with the good ones, avoid the nasty ones, utilize the city bylaws (or other legal means) to keep the bad ones in check, and band together with the good ones to run the criminal ones out of the neighborhood.
