I would guess there are many homes in the market in Stockton now. Would this be the time to rent or buy a home there now? What type of neighborhood is Stockton? Is it considered a ghetto?

Stockton is very difficult to describe. It's a very diverse city (though Mexicans are the majority). You asked if it's a ghetto, and it really is not. I've never had any trouble from Stockton. Most people there are in fact nice people. Stockton is a good place at heart, but there's quite a lot of crummy people. A lot of people move in and out of houses quite a bit.
