True. But they are not a desert, either.

I relate. I would love one in Pismo Beach or Santa Cruz, and one in Palm Springs.

Orange County A.K.A. The "REAL" California, "where dreams are reality," where one can drive 10 blocks and not encounter Tijuana-style slums.
All in all California is a beautiful place, but the laws here are mind-boggling. Perhaps, it's the only thing which can control 42 million people -a majority who don't speak English.
I think Carmel/Monterey is another are which has a exceptional quality of life. However, the advantage of OC to this Area that you don't have to spend $1 million dollars just to own a townhome. Carmel is more of a retirement area. I really don't think the economy is what it is in OC. This may explain all of the golf fanatics and retirement facilities in Carmel/Pebble Beach.
OC is an easier place to get ahead (something hard to do in this pricey state). I know the title of the thread is "if money were not an issue", but I find it highly inefficient to spend $3-4 million on a home that only costs $700k in OC and invest the rest in the stock market and apartment buildings. Hence, my choice are the OC cities above.
