What schools are best in south county(in order from best to not so best would be great)?

Which cities in the whole county are expected to have a growing grang problem?
I know Nipomo now has a gang that sprung from being close to Santa Maria. Nipas 13. And Paso has the small gang PR13. But I wonder if Paso Robles Boyz in Portland, Oregon that are pretty bad will come to Paso since the man who started the gang is from Paso.

Out of Arroyo Grande, Los Osos, Grover Beach, and Nipomo which has the best school district and just being a good city?

And what is everyone's feeling on San Luis Obispo getting to 50,000 population in 2020, and getting a possible in Ernie Dalidio's land?
(the general plan annual report for slo and the state estimates for each city are in the following 2 links)
