Maybe Auburn, at the base of the Sierra's about 25 mi east of Sacramento? Very quaint, does not have 4 seasons, but has 3, no snow to speak of...

Thank you all for your comments. I am still in the process of looking for a city.
I really do need the 4 seasons.
Truckee, CA has been the closest i have come to finding what i am looking for. However, i am not sure if it snows too much there or not.

BUT!!! There IS HOPE!!! In the rural smaller towns of Northern California, there's hope. 
I could never suggest the San Francisco Northern California, because it is beyond expensive. And I think it's ridiculous for anyone that is not born into wealth or has a very high 6 figure job to ever consider what one would have to go thru to try and live in the Bay Area.
BUT!!! If you travel further up the 101 Northward, or the I-5 Northward, getting a bit closer to the beautiful Oregon border, there's Hope!! 
There is a whole list of smaller towns. Just a hop, skip n' jump into the nearby town to do your serious shopping and back to your small town.
That's how I live, that's how many people that could not tolerate Southern California, or even Middle California have done.
I would suggest however the area of California that's along the Nevada border, up Northward as well though.
Like around but not in Susanville (prison there). But more like Paradise 
Check out this thread and the small California town threads.
There's still very nice small towns in Northern California.
And, the further you go off the mainline of the freeways, the better it gets.
You don't need to try very hard off the 101 in Northern California to find a nice town. Maybe, a bit further inland though off the I-5 Corridor.
There's lots of very happy people in Northern California. You can make it happen with some hard work and determination.

You can move up here to Modoc county Town of Alturas. Rentals are cheap what kind of work do you do? Rent is around $400 a month for a nice 2 bedroom home. There is work at the casino, hospital and schools.

Maybe look into Mariposa. It's in between Yosemite NP (which is one of the most beautiful places on earth) and Merced. Merced is good sized city with all the ammenities and a brand new university, UC Merced.

Try looking into Plumas County....it's beautiful up there (no. CA) and there are city jobs and other jobs that are available. There are good schools and a Junior College in Quincy. There are stores through out Plumas County too. The housing is relatively cheap...especially compared to southern CA. There are two cities on each side...Chico and Reno both large cities in which you could get to if needed. I am living in San Diego and planning on moving to Plumas County myself.

I don't think anywhere in CA has four seasons, except perhaps the Sierras. Everything else is too coastal or too desert.
Doesn't mean it isn't beautiful, and it has more "weather" than AZ, but still... not four seasons in the true sense of the phrase. When I think four seasons, I think back East, Midwest, and some of the South.
Anyway, to get close the the four seasons concept, you'll definitely want to stick with Northern CA over Southern. I agree with many other posters too, that area is probably the most likely place to find "quaint."
When I think quaint, I think "get the heck out of CA," but hey, that's just me.
